i think it is free to use but im not 100% sure.
mostly the database server and otrs webserver are on the same maschine. so you can enter the same information.

it is a windows tool which requires direct access to database. As far as I remember there is no ongoing development

Database server: IP address/domain name of database server
Database port: 3306 (default for MySQL)
encoding: latin1 or utf-8
OTRS database: as listed in config.pm
User: as listed in config.pm
Password: as listed in config.pm
connectivity issues are related to your MySQL implementation. my.cnf by default listens to 127.0.0.1, and if you want it to listen to external, change that to either the IP address of the server or 0.0.0.0 (generally not recommended unless you have other attack vectors mitigated) and then restart MySQL
OTRS-Server:
HTTP address: http://otrsserver/otrs/index.pl
Browser: your choice
Authentication: leave unchecked unless you have sso installed
((OTRS)) user: agent username
((OTRS)) password: agent password
"I can't see anything"
That's because the default configuration is "today". Change the calendar start to an earlier start date and click the Period/Alt-F5 or click the "All Days" button Alt-6
"Where are the charts?"
click a tab like Ticket state, right-click in the data and choose "Display chart"
But that's what I got from about 5 minutes of installing the application. I browsed Help and About and there was a button for "license" and it indicates GPLv2.

OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
