So I'm trying to set the Default Ticket type from "-" to Normal on the new phone ticket agent interface. How can I do this?

there is no predefined way to do so (no config setting). You might change the Template, the backend functionality or the Javascript to achive this.
But, there is an intention why there is a - and not a default value....
