It's not a noob question. It's actually not been asked. Some of the point of the idea of a ticket tracking system is so users can have logs of when they've asked a question before and what the resolution was. If you're not interested in a customer being able to reply and re-open a closed ticket, that can be handled through SysConfig or ACL. Likewise, ACL or visible state types might be chosen for the Customer Interface in SysConfig.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
