New Windows Installation Issues

Backstory:
Previously had OTRS 3.1.12 installed on a Debian Linux virtual PC with a mySQL backend DB. However, several of the db tables have recently become corrupted or inaccessible. We're primarily a Windows shop, so we made the decision to start fresh with a re-purposed server for our new OTRS server on a Windows Server 2003 OS.

OS: Windows Server 2003
Using otrs4win installer v3.0.5
Installed ActivePerl-5.16.3.1604
When trying to install OTRS 3.3.7 to C:\otrs\, setup returns with "Don't install OTRS in Program Files directory! Please select another directory." and will not let me proceed. As a test, I uninstalled ActivePerl and was able to install to the default directory. However, the system runs much slower than what we will need. I have tried changing directories multiple times on all three of the drives associated with this server to no avail. ActivePerl is also not installed in the Program Files directory.
