I created a new queue and can move tickets in and out of that queue. However, when I try to Reply to the ticket the popup either doesn't have any items in it or doesn't show up at all and therefore I can't edit that ticket.
What is required for the queue to work?

in general, being given rw access to the group attached to the queue is sufficient.
Any interface problems besides that, please provide screenshots, steps to replicate, log messages, etc.

your problem is, that you didnt assign a response-template.
For that reason your dropdown is empty.
You should assign minimum the "empty_answer" Templeate to every queue.
