How to you change the owner if the owner is the Admin Otrs

hi,
i am trying to change the owner of an open ticket and keep failing.
1.I login as a root@localhost
2. select the ticket, the ticket is unlocked
3. go to the screen of the owner.choose the another owner than the admin OTRS
4. the screen refresh. does not close..and the owner does not change
5. same with the responsible

help please
