How to set up change management condition

I added a change , which can implement the states machine changed;
but there is a problem that all the workorders in change can process in the sametime;
the after workorder also can process earlier than the before one ;
So I want to ask: how to set up the conditions , where the after workorder must process until the before one is closed .
