duplicate processing of pear in otrs

Hello,

I installed otrs 3.3.9 on Windows and we download mails by POP3S, postmaster checks mails every 10 minutes.
However tonight we had problem that mails was duplicated and more important that, it is very possible that some mails missed.
when I go to work then on server was many threads of perl.exe (normally i have 2 threads, and today was about 16 threads).
I am looking for reason of this situation. I supposed that problem is when receiving mail take more than 10 minutes and then threads duplicates (this is my presumption - because I don't understand very well this system). Actually I don't know where can I find solution for this. Maybe someone had similar situation and can help to to find of solution to configure better OTRS.

Now I have 6 threads of perl.exe and in mysql I have only two process postmaster and scheduler. So I have 4 addtional threads in otrs, what should be reason of adding 4 additional threads.

I made restart of machine, and now I have two threads, however ids of threads are not the same, should I fix something or what is the reason is this, maybe someone know this and can help.
