How do I set the default state of a process ticket? There is no option similar to Ticket::Frontend::AgentTicketPhone###StateDefault under ProcessManagement in SysConfig

You mean in the dropdown ?
When you edit your activity dialog and drag'n'drop the state field, you can enter a default value.
