We have the following scenario:
The first level agent gets a ticket in her queue. When she is unable to resolve the problem, she moves it into the second level queue, for which she only has move rights as she shouldn't be able to see all the tickets in second level queue. Once 1st level support moves the ticket to the second level queue her contact to that ticket is cut off, although she is the owner and (at least) responsbile for the ticket.
If she let's say gets a phone call from the customer asking about the ticket, the first level admin could provide no information other than "it has been forwarded to second level support".
Is there a way so that the first level could keep track of the tickets where she is owner / responsible for the ticket? Currently, the ticket is not shown under my responsibilities (or anywhere else on the dashboard for that matter) once the ticket is moved.
What would be the right way to go about it?

She might have readonly on the other queue.

Having readonly would let her see all tickets in the 2nd level queue, which is not intented.
