CKEditor is not defined

Hi,
On the beggining i'm sorry for my weak english.

I have a problem with CKEditor in my OTRS. When I want to create new auto response or edit existing response, browser return a js error "CKEditor is not defined". I read a lot of forums, and i have no idea how to solve my problem, because i tried everything. Error occurring in all my browsers (IE, Mozilla, Chrome). Please help me, because my brain is boiling! :(

How old is your install, what's recently changed?
You should seriously consider upgrading as 3.1.7 is a very old system and only 3.3 and 4.0 are currently supported by OTRS. At least be on 3.1.latest, but if you're going to upgrade, go from 3.1.x to 3.2.latest and while you're there, why not then to 3.3.latest?
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

Install is 2 months old. This version was installed by my predecessor, and I don't know why he chose this version :/
Therefore, can you tell me is that possible to upgrade to newer version without any issues? It's already implemented system, having above 200 clients with tickets, and I don't want to break it, or lose some data.
On machine is also installed nagios, so all kind of reboot system is very uncomfortable for me..
Can you tell me where CKEditor should be defined? Maybe it is simple issue, but i cant see CKE definition in any config file.

Problem solved.
It seems to be problem with my host computer. I just tried on another computer and everything works good. :o
