I want to enable OWNER button in ticket menu but i dont know... I need it so please someone can help me?

To activate that action, navigate in your SysConfig to:
Ticket -> Frontend::Agent::Ticket::MenuModule
and check the entry Ticket::Frontend::MenuModule###400-Owner. By default it is disabled.
