Hi,
It is possible to use the email responses templates that are available when replying to a ticket, but when creating a new ticket in the new email or phone ticket views ?

Not exactly, but there are options listed in the HowTos.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
