Before sending the email, is it possible to display a confirmation screen?
Even if this is not possible in OTRS4, do you correspond in OTRS5?

This needs some development... You can use https://github.com/reneeb/otrs-WarnMissingAttachment as a stub for the development as this addon shows a confirmation dialog when specific keywords are used and no attachment is found.
