Reply to ticket via REST API

Reply to ticket via REST API
Is it possible to send an answer to the creator of a ticket via the REST API? I am able to create a note and an outgoing email but I did not find an option to set the "to" field when creating an article via the API. Btw I am using OTRS 4.0.3.
