A customized functionality uses a dynamic field on a page.
How to make the dynamic field mandatory on that page.

Depends on the page 
For processes you do it in the process definition. For e.g. new Email / Phone tickets you do it in the sysconfig.

To elaborate: I did it for a new Ticket on the Sysconfig
Ticket::Frontend::AgentTicketPhone###DynamicField
Value 2 = activated and mandatory
