I'm very sorry that I cannot provide a better answer than my previous. The short answer to "Can it be used for ..." is "yes". But if you ask, "does it have [insert feature that I need to have in order to do this thing]?" I ... well, you have not provided such question, so no answer can be given.
If we give the simple answer, "Yes", that it can be used for Software Development, and you say, "I tried it and it's not suitable", then we forum readers are at an impasse, and those who post such crazy answers to your questions (ie, me

So, what would be *your* criteria for what you would need for software development life cycle? What features would you need to have in order for an appropriate evaluation of OTRS to be suitable for that or any other purpose that you desire?
