Change Template Creation

Hello

I have a problem as I cannot find how to create a Change Template. I have looked everywhere I think and I cannot find how to do this. Can someone point me in the right direction?

I have uploaded a picture of what I see from a Change perspective.

Create a change with workorders and conditions/actions and save the change as template. (This is done by the link "template" in change zoom
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master
