Create Ticket without sending email

Please can you help; I have failed to find any info on this forum, or in the product documentation?
Is it possible for a user to create a ticket directly, rather than from the arrival of an email?
Although many of our tickets will need to be generated according to received emails, we also need to create our tickets directly for incidents that are found by support staff, or are as a result of a system alarm.

This is what "Phone" tickets are in the admin side.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.
