Works Orders for repair reporting OUTSIDE change management

Hi

I think the change managmeent is a great tool in its own right. BUT I have one last issue to resolve to approve OTRS as 'fit for purpose' in our organisation.

How can work orders be used for repairs outside of the change management process. I think WO can only be created and attached to a change order, so I am thinking -- is it possible to create a basic change order template [preferably given a name such as REPAIR order] and from this template be able to create 'REPAIR' Change Orders with one of more linked WO and these linked to the assets requiring repairs. This should allow full reporting on the repair history and costs.

Any ideas on how to achieve this or whether my assumption is workable.
