You can remove the note field in sysconfig. Prior to learning that, I used to simply type a period. I think there's a config change in the .dtl file.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

What window/screen would you be on? You can search for that. What version?

I would suggest not to remove the notes field but to put a default text in it. It bugged me too that I had to type a subject and a text every time I set a ticket to pending/changed the owner... and the text tended to be rather meaningless. configoptions. IMO the advantage is, that in case someone has a meaningfull comment he can still set ist
