Email Sent from OTRS does not have TO field

Email Sent from OTRS does not have TO field
I've been trying to work my way through this problem for the past few days.
I have SMTP connected and setup through sendmail for Windows (better logging). Everytime I try to send an Agent Notification I receive a message in my sendmail debug log with the following:
** Message is missing recipient's address
When I look at the header I see that the TO address field is left blank.

Any help or suggestions would be greatly appreciated.

You need to set the outbound notification email address in Sysconfig.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

Doesn't seem to work for me. I'd set a value in that address, and I've unchecked the box and I'm still having the same problem with no TO: in the header.

I might have misread something. Does the agent have an email address? Can you describe your steps leading to this point?

Ok. I'll start over.

Your message was sent to: albert.yates@email.com,"
All of the emails in the agents information (as synced through LDAP) are valid and correct.

One other thing. The messaging on the ticketing does work. Just the admin notifications is where the issue is.
