I have been testing the OTRS 2.4 with ITSM 2.11 for our company and found there is not much for the customers to request for Services.
Our requirement is to have a list of items available to the customers and it should go through a approval process before the service teams assign the services for the customers.
One service may be supported by more than one support groups/queues. Any configuration guide will be greatly appreciated.

Typically Customers requests Service via Servicedesk.
you need to create your Servicecatalog and SLAs and assign the Services to the customers (or set them to default services) via Admin Frontend
