Change Management Approval Process

I'm evaluating the change management functionality and found that the approval process of the change is not straight forward. Each Change request requires set of conditions to be created for state change. Is there any way to define first level, second level and cab approval done through a defined workflow.

You'll need three workorders for that. Each per approval.

The condition than could be that all 3 need to be successful to have the change approved
