Notifier for Stagnant Tickets?

Hello. I was wonder if it's possible to setup OTRS to email or notify a particular agent (manager) of all open / new / in progress tickets in the system which haven't been updated in more than 3 days? If so, can this be scheduled, for example daily or every second day?
