Removing attachment ability

Anyone know if I can remove the ability to attach for customers or globally (customers and agents)? My customers will be using IE6 until end of 2011 at which time I can re-enable attachments. IE6 doesn't actually upload documents although you can attachment and submit but attachment is never posted. IE7 /8 work fine.
