SMS notifictions on emergency tickets

I am trying to configure OTRS to send an sms message when a customer email is sent to our emergency@domain.com address.

I have determined I can achieve this by using the email-to-sms address provided by our agents' cellular service providers. I have also determined that I can create a GenericAgent event to detect a new message in the emergency queue and send a message to the desired address.

Unfortunately, however, the generic agent runs every 10 minutes and I would like, instead, to have the notification occur upon receipt of the message from the emergency message account on our mailserver. It seems that a possible work-around would be to create a second set of agent accounts and put the sms email address in the email address field then create a group called "AgentSMS" and use that group as the owner of the emergency ticket queue. I'd rather not have to double enter every agent (once for their regular email address and a second agent entry for their sms email address.)

Does anyone have any thoughts on how to accomplish this? Perhaps I am missing something obvious?
