Here is what i have set up.
We have 4 domains and we have set up the post master filter to put emails to the helpdesk in to their corresponding queue. all other emails that come to the helpdesk email like sales emails and other things that queues are not set up for go in to either the postmaster queue or the raw queue. What i want to do is set it up so that OTRS ignores anything that doesn't come from the 4 domains i have set up. Is there a way to do this?

yes, though you could block it at the mail handler.
OTRS 6.0.x (private/testing/public) on Linux with MySQL database.

There are some outside emails we still would like to recive at our help desk email just not get posted to OTRS as a ticket to any queue.

I am not looking at the OTRS in box we have it set up that our help desk email goes to OTRS then a ticket is created and handed out to whatever queue is belongs to depending on the domain it came form. We receive other emails form outside in to the helpdesk email so instead of creating a postmail filters for every outside email i want to create a filter that will only allow emails form the domain i want and ignore the rest.
