Upgrade from 2.4.11 to 3.0.10

I cannot seem to upgrade my OTRS. I am attempting to follow the directions found on http://doc.otrs.org/3.0/en/html/upgrading.html, but nothing seems to work.From step 7 down I have issues. First all the files seem to be in opt/otrs-3.0.10 not in opt/otrs. opt/otrs seems to be all the old files? i get a lot of no command errors when I attempt to run otrs.SetPermissions.pl as well as , cat scripts/DBUpdate-to-3.0.mysql.sql | mysql -p -f -u root otrs.

Something seems really off. Why am I so lost, there has to be an easier way. by the way I am on Ubuntu

Well I ended up just uninstalling 2.4 and replacing it with a fresh 3.0. Easy way out!
