I want to know in OTRS is there in build capability for auto discovery? Please help me on this. :?

OTRS has no autodiscovery. But you can import via CSV from other tools
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master

one more question is it supports to Oracle 10g or above?
