problem installing iPhoneHandle 1.0.3

Hello I have a problem
trying to install the package iPhoneHandle 1.0.3, I have installed OTRS version 3.0.11 and when I install the package generates the following error message

Oops! An error occurred.
Error Message: Got a packet bigger than 'max_allowed_packet' bytes, SQL: 'INSERT INTO package_r [..]


somebody help me telling me because it gives the error

you need to adjust your mysql setting max_allowed_packet to some MB (16M for example)

could you please tell me where I make that adjustment in the database or as is the procedure to make adjustments.
