Error with TIme Accounting

Hello everyone,

I have a problem blocking the Time Accounting module. Suddenly I no longer have access to OTRS, and leaves instead of pages of OTRS shows me this error message: Malformed UTF-8 character (fatal) at C :/ PROGRA ~ 1/OTRS/OTRS / / Kernel / Output / HTML / Layout.pm line 4874.

What could be the problem? I installed OTRS 3.0.11 on IIS 7.5 and SQL SERVER 2008.
