I would like to allow the client see its own ticket irrespective of queue. What should I do?

Try to give them (customers) rights in groups corresponding to queues.
RO - they can only read notes
RW - read notes and write answers (follow-ups)
You can do it in CustomerGroupAlwaysGroups in Изменить настройки SysConfig in Framework -> Frontend::Customer by adding this groups here to avoid do it manually for every customer in AdminArea
