Is it possible to send tickets via different web forms without logging in?

I currently use a helpdesk system which use term "project".
And each project can have its own web form with its own custom fields.

For example:
- project: Network Problems; custom fields: MAC address, IP address, ...
- project: Desktop Problems; custom fields: OS version, ...

Not out of the box. SBest way is to crreate some formas and send the data via SOAP or via mail
