Owner Update Notifications Not Being Sent

Whenever an owner update is applied to a ticket, the new owner is not notified. However, new ticket notifications do seem to work. Any ideas? OTRS version is 3.1.3.

Just upgraded to 3.1.4, still no luck.

check the logs

We did, and they didn't provide any hints as to what was going on. That said, the issue seemed to resolve itself.
