Hello,
I'm new with OTRS and I'm trying to create a user that can both open and work on tickets with the same account. Is there some way to implement this behavior?

Hi!
Any user (agent) with subsequent rights can work on tickets in queues that it is available to him. Also he can creates tickets as New Phone Ticket and New e-mail Ticket.
Customer can creates tickets from web - interface or e-mail as configured in your system.
Read manual carefully.
