I believe there is an issue with the 'Bulk' update facility on the queue and status views.
If I select a bunch of tickets and click the 'bulk' button, I get the window that shows the select tickets and allows me to change stuff like the queue, owner etc...
However, If I decide to abort the process and close the window (either by the top-right close box or by the close and cancel link inside the window), then all the tickets become locked and owned by myself.
If it's a bug, is there somewhere I should report it officially, or is the forum good enough.

Try http://bugs.otrs.org but your experience is not unusual.
It may be considered a "feature" and not a bug simply for the fact that since *you* are actively attempting something on the tickets, you are now "responsible" (owner) of them.
Not pleasant, but if you don't like that, use Generic Agent.
