Not sure where exactly I'm missing this, but the Admin tab is acting like there are no modules registered (the display is nav/header/footer) though direct module access works. Ideas?
/otrs/index.pl?Action=AdminLog doesn't indicate problems. ( no entry).

nevermind. There were significant changes to the AdminNavigationBar.dtl that affect the theme's version.
