Can otrs helpdesk be upgraded to OTRS ITSM?

if posible what is the correct procedure

just install the needed packages from ftp.otrs.org/pub/otrs/
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master
