Remove "To" Field in Ticker Compose Window

I updated to OTRS 3.1.9 today. My final check before rolling out for use is to make sure responding to tickets works. Well, 3.1.9 below the customer's email address is a "To" field in the response that is required. We don't need the second To field in the response since all we are doing is responding to the person who sent in the email to create the ticket. Anyone else who may need to see the response is put in the "CC" field. I looked all over the sysconfig to find a setting that gets rid of the second to field and couldn't. Internet search doesn't even turn up anything about another to field in the ticket response. How do I get rid of the field in the ticket response window?

you can not disable this as the response can have as many To's as somebody want's. You don't need to fill it...

Even though the extra "To" field is not required, it's marked required, and that alone is confusing to normal users. Still needs to go. How do I get it gone without modifying core files? The extra "To" field wasn't in the response window in the previous version of OTRS. Even if there's a button for adding another "To" field, getting rid of the extra field would save me a ton of hassle having to deal with end user's confusion.
