New features and french translation

Hello,

We have a project to improve the french translation in OTRS Help Desk. There is all the planified steps :
1- We will translate all stuff that are in file "fr.pm" in Kernel/Languages folder.
2- We will add all sentences from XML files (Kernel/Config/Files) that aren't in "fr.pm" and we will add the french translation. We will do this for all sentence that are between the <description> tags.
3- During the installation process, datas are inserted into database by using script "scripts/database/otrs-initial_insert.*). All these data are in English. We would like to create a copy of these files with french datas. In the installation process, we will put the language selection in Step 2 (Database settings). If french is selected, french datas will be use to feed database, instead, english datas will be used. I know that there is a language selection in Step 3, but we need one in step 2 to know which data to use.
4- I saw that there is a lot of sentence hard coded in all source. Does all these sentences are in translation files ? If not, we need to extract all of them and add these to fr.pm.
5- Modify automatic answer. We will add a drop down menu with the language of the automatic answer. So, the automatic answer will be send in the same language than customer. If there is no automatic answer in the customer language, the english one will be use by default.

So, my questions are:
1-Can we do all these modifications ?
2-At point 2, there is few sentences between <description> tags without 'translatable="1"'. I tried to put translatable="1" in these one, but the translation doesn't work. These <description> tags are under <Setting> and <FrontendModuleReg> tags. How can we translate these sentences ?

Take the german translation file as it has nearly 100% as sample.

For the inserts of the notifications, just insert them additional as each language has its own notifications.
