About usergroups, permissions and temporary ban function

Can this software be used in a way that users must be approved to be able to send tickets? Otherwise is there any way to add a specific type of user to a usergroup such as for example "VIP usergroup" so when you see their tickets you know that you must give them priority support?
Is there any way to temporarily ban a user or to move it to another different user group for a specific time period?

This depends on what you mean by "approved". Here's an option

Available as an option to paid support clients

You may temporarily-invalid the user at the account level, which will disable web tickets, but you will also need to manually enable them.

One specific thing you might do is put the ban date in front of the username and email address. Plus, of course, you'll want to disable self-create accounts.
