Is it a way to install ubuntu 3.2 trough apt on a ubuntu 12.10 ?

No, please use the tar.gz
"Production": OTRS™ 8, OTRS™ 7, STORM powered by OTRS
"Testing": ((OTRS Community Edition)) and git Master
