merging new created tickets with current tickets

Is it possible to merge newly created ticket with current ticket by using any filter or modules such that the ticket will be automatically merge if they have similar subject?

What does "similar" mean? When are subjects "similar"?

Do you want to handle mails from system monitoring? Then have a look at the SystemMonitoring add on (http://ftp.otrs.org/pub/otrs/packages). Otherwise have a look at the postmaster filter I posted at viewtopic.php?f=61&t=18186 You have to replace the "ignore" part with a merge part (see TicketMerge in Kernel::System::Ticket - http://dev.otrs.org/3.1/Kernel/System/Ticket.html)...
