[HELP] Scheduler Not Running

Hi all..
Im using OTRS 3.2 beta 2 with FreeBSD
I got notification "Scheduler Not Running"..
This notification exist after i created Web Services..
When i clicked "Forced Start", there is an error..
Refer picture..any idea??

and what is the effect of scheduler not running?

how about checking the logs?
