when agent sets his OOO i want all his tickets (locked/owned by agent) to be unlocked.
can i achieve this?

*all* his tickets? I don't think there's a way to do that within the GUI, but you could generic agent filter owned by x/locked tickets set lock to unlock.
I would assume that this happens infrequently enough that this one-off generic agent is good enough. If it happens frequently, you may want to build a generic agent to do this.
