unable to install system monitoring

HI there

i have a strange issue where i cannot install the system monitoring module as the system thinks it is installed

Error Message: Package is not installed, can't upgrade!

Basically i need to install this so i can uninstall it as i have another error which is related to this module

we dont use nagios.

the full story is we had this running on a virtual machine all well and good but i needed to rebuild the host server so i built a physical machine and imported the database over to it. i then ran through the installation (actually was an upgrade as this machine once had this software on before we vitulised it) and updated the modules... everything seemed ok but i relised the FAQ module had removed all of our FAQ's so i re imported the tables from the MySQL dump that i already had. everything seemed ok and working normally until i started to get the need ticket id errors... i thought ah i know how to fix this (we had the same issue on the virtual box) all i need to do is remove the system monitoring module and it will be happy, when i checked the packages it did not show up so i refreshed the repository and noticed that system monitoring as a new package, i then tried to install this thinking that maybe the system was confused with the previous install and if i install this it would sort it out but it appears not to be able to install and lists the above error.

basically what i need to know is how can i get into the system to remove this or make it think it isnt installed so i can reinstall it to then remove it correctly..
