Add attachments in Notifications

Hi All,

we are using the otrs 3.1.3, and i have some questions regarding the system

1. How to make the agents notified with attachment, as of now the otrs sends agent notifications without any attachments

2. How to create a custom notification tag, I searched a lot but dint find how
the otrs loads the data for the tags
