Timezone to EST

OTRS by default is configured with which timezone ? I am trying to sett he timezone to EST Timezone.Hence in Sysconfig -> Framework -> Core::Time i set the TimeZone to -5.Please tell me if its correct.
Also what does the following statement mean?

Sets the system time zone (required a system with UTC as system time).
Otherwise this is a diff time to the local time.

what timezone has your server? In OTRS you can just choose the offset to your server time
