Pre-Completed email replies

Is it possible to setup an email reply that has specific people already in the recipient list?

When we create new users we email the details of the account to several managers who may need the info and I would like to know if i can setup the email response template to already have this information.
We also send ticket detials to an external provider and I would like to setup an email template to send on all the ticket details and notes to our external provider so that they can resolve issues at hand.
